El Paso Police arrest U.S. Solder, juveniles and U.S. Informants as Mexican Drug Cartel Assassins

Mexican Drug Cartel orders hit on U.S. soil

By Michael Webster: Syndicated Investigative Reporter.

EL PASO — A Mexican Drug Cartel member arrested by El Paso police last Monday is accused of hiring a U.S. Army soldier and two juveniles another man to kill Jose Daniel Gonzalez Galeana a Mexican drug cartel lieutenant who was cooperating with U.S. authorities was himself a government informant.

According to court documents Ruben Rodriguez Dorado hired Pfc. Michael Jackson Apodaca, 18, and Christopher Duran, 17, and a un-named 16 year old El Paso juvenile, to assassinate El Paso resident and  U.S. Immigration and Customs Enforcement  informant Jose Daniel Gonzalez Galeana. The three were arrested Monday and the 16 year old was arrested Wednesday and charged with capital murder in the May 15 slaying of Gonzalez, who was shot eight times outside his upper scale El Paso home with in ear shot of El Paso Police Chief Greg Allen’s  own home .

The chief said he was working in his back yard when he heard multiple gun shoots.  Investigators said Aguayo, also a ranking cartel official in Mexico, ordered and paid for the hit.

Rodriguez, like Gonzalez, was an informant working with the U.S. Immigration and Customs Enforcement service, El Paso Police Chief Greg Allen said.

Apodaca adlegedly was the trigger man and is based at Fort Bliss in El Paso where he is a member of the 11th Air Defense Artillery Brigade and performs the duties of a Patriot launcher crew member.

The U.S. Border Fire Report (USBFR) has learned that a warrant has been issued for a fourth man, 33-year-old Jesus Aguayo Salas, on a capital murder charge. The U.S. Border Fire Report has been told by authorities that Salas is believed in Mexico.

Gonzalez was living in El Paso on a visa given to him by ICE, Allen said. He is believed to be the first ranking cartel member killed in the U.S. Anyone with information on Aguayo Salas’ whereabouts is asked to call police at (915) 832-4400 or 911.

Allen had said many times in the past he believed that the violence in Mexico would not spill over into his city. After the hit the police chief was surprised that the feds had not informed his department that the federal government had not only an active Mexican Drug Cartel member smuggling drugs and operating in the El Paso area but that Gonzalez was a high ranking Mexican Drug Cartel supervisor.

Gonzalez was in fact an informant for ICE, Allen said Tuesday. He started working for the agency sometime after fleeing Mexico and trying to cut ties with the cartel in 2008, though investigators believe he resumed his duties as a supervisor for smuggling operations after being confronted by cartel officials.

A high level government law enforcement officer said that the main reason that the local police were not informed of the highly sensitive operation was the El Paso Police Department is known to leak like a sift.

USBFR has been told by Mexican authorities that they were aware of the Gonzalez situation and where briefed by U.S. authorities. Those same authorties indicated that they were surprised to learn that chief  Allen was not kept in the loop.

Apodaca, Duran and Rodriguez were each being held on $1 million bond. Bond on the 16 year has not been set to date and may not be because he is a juvenile. It is believed that El Paso prominent criminal trail lawyer Joseph (Sib) Abraham has been contacted by at least one of the defendants. Attorney  Russell M. Aboud has been retained to represent defendant Rodriguez a known Mexican Drug Cartel member. An attempt to contact both lawyers for comment when unanswered by press time.

El Paso Police told reporters that Apodaca, who is stationed at Fort Bliss, told them he was paid $10,000 cash to kill Gonzalez. Police also said that Duran said he drove the getaway car.

Allen said Apodaca and Duran were paid “quite a robust amount of money . . . under $10,000, or in that area.”

Court records show that the Juarez Mexican Drug Cartel wanted Gonzalez killed because they believed he was a government informant or had changed his allegiance to a rival cartel, and had provided information to authorities that led to the arrest of a more senior cartel member known as “El Tigre”.

Gonzalez’s associates first became suspicious of him after cartel lieutenant Pedro “El Tigre” Aranas Sanchez was arrested in 2008 and a cartel storage facility was raided by Mexican authorities, El Paso police Lt. Alfred Lowe said.

When contacted, ICE spokeswoman Leticia Zamarripa declined to comment on the case.

But recently told A/P as a matter of policy, U.S. Immigration and Customs Enforcement (ICE) does not confirm or deny identification of confidential sources of information,” she said.

According to an arrest affidavit obtained by USBFR, Rodriguez Dorado provided a statement to police confessing that he planned and organized the murder of Gonzalez Galeana. Rodriguez Dorado allegedly hired three people to commit the murder.

Documents state that two of the murder suspects identified Apodaca as the shooter, and Duran admitted that he drove the getaway vehicle after Jackson Apodaca allegedly shot the victim.

Rodriguez Dorado allegedly admitted he was a mid-level member of the cartel “La Compania” and that he was ordered by the cartel to find Gonzalez Galeana after a Mexican newspaper reported Gonzalez Galeana was an informant.

He tracked down Gonzalez Galeana through license plates and allegedly paid the cell phone bill for the victim in order to try to obtain his address, according to the affidavit.

Just before the murder, Rodriguez Dorado and the other suspects allegedly met at the home of one of the victim’s family members. The defendant also allegedly called a tactical supply store just hours before the murder. The store sells the same brand of ammunition found at the murder scene.

The affidavit states Gonzalez Galeana visited his family member’s residence before the murder. Rodriguez Dorado and the other suspects allegedly followed Gonzalez Galeana to his East El Paso home, where the shooting took place about 10:20 p.m.

Immediately after the shooting, the suspects allegedly scattered then met in another location. Police were able to track down Rodriguez Dorado through a witness and cell phone records.

El Paso police said they are not considering the murder as spillover violence because the hit was not over turf. They said this kind of violence would have happened anywhere. It is drug-cartel related, but “it is strictly drug business as usual.”

Rodriguez Dorado is a U.S. permanent resident and the two teenage suspects are U.S. citizens, police said.

Apodaca’s grandfather told the news media that he doesn’t believe one word of what the authorities are saying about his grandson.

“He is incapable of that…he is incapable,” Dave Jackson said

The 16-year-old boy was arrested Wednesday by El Paso Police and accused of being part of the hired assassin hit squad that killed Jose Daniel Gonzalez Galeana a mid level member of the Juárez drug cartel in May outside his plush El Paso home.

The boy’s arrest was the fourth in the death of Gonzalez-Galeana.

The boy, whose name was not released because he is a juvenile, was charged with capital murder.

“He was part of a surveillance team that followed (Gonzalez-Galeana) to the East Side for the purpose of him being killed, and (the boy) was paid for his participation,” police spokesman Officer Chris Mears told reporters.

Mears said he could not reveal whether the boy was arrested at a home or a school because that information might lead to his identification. Only the Socorro school district is now in session.

Candaba Adventure

I don’t go to the north often because my daily routine is close to home in Laguna.

Last year in August I had to visit a client in Pampanga so I drove the North Luzon Expressway for the first time since its expansion. It was that time that saw the sign of the Candaba Bird Sanctuary on the other side of the highway. As a camera bug it was perfect for my first hands-on bird photography.

The Right Gear.
I like to shoot macro and still life so my gear is not really suited for any kind of wildlife shooting. But I was able to get my hands on a diminutive Nikon D40 and a long-ish 70-300mm f4-5.6G AF Zoom Nikkor. This is not expensive and certainly far from being professional.

The other essential gear aside from the zoom lens is a monopod. It is very useful especially after shooting for a few hours and your hands or arms start to get tired. Your camera begins to shake and that can make your images softer than it should. A tripod will do but it is bulkier to carry.

Time is important.
The best time to go is from October to February—the time the birds escape the winter and breed. A recent report by the Wild Bird Club of the Philippines told of about 17,000 migratory birds that passed through Candaba recently.

We have been getting very unpredictable and extreme weather recently so it is important to plan your trip ahead of time. Check the weather outlook. If the forecast is for monsoons or tropical storms, it is best to cancel the trip.

Useful tips.
The images on my camera were far from encouraging. I met Jack S. who played hookie from work that day and he shared his technique learned from several outings at Candaba.

I learned to shoot at aperture priority using settings no wider than f/8 to get the maximum sharpness from my lens. With the 70-300mm f4-5.6G AF Zoom Nikkor I ought to shoot at f11 on a tripod when zoomed at 300mm to yield better results.

I can get by with a shutter speed of 1/250 at 300mm but at 1/125 as the lowest shutter speed I can only hope for 1 in 2 shots that will yield sharp images. Check the shutter speed frequently but stay at aperture priority. Also, setting the camera to continuous focusing mode or even switching to manual to pre-focus on a perch or a watered area will yield better images. The modern day VR (Nikon’s image stabilization technology) helps a lot but sharp focus is still the most important technique no matter what your gear is.

Finally I am quite eager to try out on my next outing something that I see only on Animal Planet and that is to get under a hide–like a green blanket or behind foliage. You can compose and check your camera settings more thoroughly under or behind a hide. Your mind will not race to tell you “you’re exposed, shoot now because now the birds will see you and fly away.”

Earth-toned clothing helps as well. Pack a rain jacket and some weather proofing material for your camera gear.

With these added to my knowledge I hope to get better images when migration comes.

If you have a digital SLR, these days a lot of people do, why not try wildlife photography?

Speed: it Changes a Baseball Game

–Few people are faster than Jose Reyes

Rickey Henderson stole 1,406 bases in his career, and thrice stole 100 in a single season. All those steals lead to a ton of runs. Henderson finished his 24 year career with 2,295 runs scored. Henderson changed the game when he ran. Similar to how Jacoby Ellsbury and Jose Reyes are currently changing the game. Stealing has become more popular over the last thirty years as you see more and more players with over fifty swipes. (Most base running records are from the ’70′s to date.) After Henderson stole 100 bags in ’82 and ’83, Vince Coleman stole 100 in ’85, ’86 and ’87. Since then, fans have long awaited for the next 100 steal speedster.

Jacoby Ellsbury of the Boston Red Sox and Jose Reyes of the New York Mets are the two who would most likely steal triple digits. Reyes, who is now in his fourth full season, stole 78 bags last year to lead the majors. The 25 year old shortstop already has 259 steals to date. The rookie Ellsbury is safe an amazing 92% of the time he attempts an extra base. He leads the majors this year with 34.

Speed can win ball games. The other night I was watching the Red Sox-Reds game. Youngster Homer Bailey was on the hill for Cincinatti. Bailey, who struggled in his first two starts of the season, got ahead of Ellsbury 0-2. Boston’s lead off hitter than slapped a single inbetween third and short. Knowing this would frusturate Bailey, Ellsbury swiped 2nd on the first pitch to Dustin Pedroia. You’d figure that’d be good. No outs, a runner on second and Pedroia up. That wasn’t enough for Ellsbury though who stole third! He did this off catcher David Ross, usually known for a strong arm. Pedroia eventually hit a short fly ball to right field where of course Ellsbury tagged and took home on. That kind of running can be the difference in a game.

— Robert’s steal in Game 4 might never be forgotten, especially in Boston.

Having speed is crucial. If the 2004 Boston Red Sox were without speedster Dave Roberts, they probaly would not have won it all. Roberts, who pinch ran for Kevin Millar, stole second in the 9th inning of a one run ball game. When Bill Mueller singled up the middle, Roberts came around to score. We all know what happened next, Boston completed the greatest comeback ever and went on to win the World Series. However, that probaly wouldn’t of happened had Roberts not stole second.

You need more than just speed. Henderson, Lou Brock and Ellsbury all had gifts where they were also good hitters. guys like Michael Bourn and Carlos Gomez should steal 40 plus bags for the next several years. Imagine if they got on base as much as someone like Ichiro does. What I’m trying to say here is that as good as being fast is, it’s much better to be able to hit also.

–Henderson would keep the bases of his milestone steals.

Jacoby is on pace to break Kenny Lofton’s AL rookie record of 66 steals. It’s unlikely he’ll pass the all time record of 130 this year. You never know though, he might break Henderson’s record eventually. I’m just saying that speed wins games. It is a part of the game. Going from first to third on a base hit can make a huge difference. In a period of time where players seem to jog down the first base line, stealing is becoming more popular than ever. Teams should definately be devoting more scouting to speed.
